The frameworks alone are worth the investment. The Eight Process Capabilities and the Training Manager Competency Model give you a complete map of what a great training organization actually does, and the Portfolio Rationalization Model, the centralized/decentralized/federated operating models, and the sourcing frameworks turn fuzzy judgment calls into structured, defensible decisions. The measurement content gives me a clear, credible way to connect training to business results and prove value to executives.
The practicum is where it all comes together. Working through a comprehensive case study – diagnosing the problem, designing solutions, planning implementation, and defending recommendations to a “C-suite” audience – forced me to use the frameworks the way I would on the job, in collaboration with peers in the class, not just memorize them. By the end I could run an ROI calculation, recommend an operating model, and build a needs assessment with real confidence.

Sheila Bryant2 out of 5 I did not enjoy the process leading up to the practicum. The amount of studying required for weeks beforehand felt excessive and did not align with an effective learning experience. The practicum itself was exhausting, and from an instructional design perspective, I did not see evidence of meaningful knowledge transfer. If a learning theory or model was used, it was not apparent in the structure or delivery of the program. I did appreciate the opportunity to meet new people and I genuinely enjoyed the speakers, but those were the only positive aspects of the experience for me.
Further, I did not appreciate having to memorize a large amount of content in a short period of time. The open-book exam also felt counterproductive. In theory, an open-book assessment should reduce pressure and allow learners to demonstrate applied understanding, but with only 2.5 hours, there was not enough time to locate answers effectively. In practice, this meant the exam was only “open book” in name, not in function.
Given these issues, I question whether this format is the best way to assess whether learners have truly understood the concepts. There are more effective assessment approaches that align better with learning science and would more accurately measure comprehension and application.
More effective assessment methods could include:
1. Scenario-based application tasks
Instead of memorizing terminology, learners could work through realistic training-management scenarios that mirror what a training manager would actually handle—intake decisions, stakeholder alignment, selecting the right solution type, planning evaluation strategy, etc. This assesses judgment and understanding, not short-term recall.
2. Spaced, low-stakes knowledge checks during the modules
Short quizzes woven throughout the learning process would reinforce key concepts over time instead of forcing learners to cram. This is tied directly to cognitive science principles of spaced retrieval.
3. A structured performance task rather than a timed open-book exam
A performance-based assessment—such as building a mini training plan or analyzing a case study—would show whether learners can apply the framework effectively. This is a far more accurate measure of real-world competence.
4. A practicum designed around collaboration and problem-solving
Instead of an endurance-based experience, the practicum could focus on group analysis, strategic conversations, and guided synthesis. This would model good instructional design and facilitate genuine knowledge transfer.
5. Reflection-based submissions
Asking learners to document their reasoning, decisions, and insights reinforces understanding and helps assess conceptual mastery without relying on recall.

The instructor should switch the groups around so all participants obtain the experiences from all involved. Those that work together should not be in the same group, as there was group-think involved. The facilitator should not show any bias if they are familiar with individuals in the group. There should be fair round-table questions posed to all participants and ensure all feel welcome, than focusing on familiar individuals in the groups. The group arrangements should be different, ask the students what groups they might be better suited for. Do not assume all individuals in a group will be successful in that group. The exam trial is more difficult than the content reviewed in the practicum.4/26/2023

A toolset built from industry experience, reflecting and helping to solve real challenges. I participated in the virtual practicum, which was smoothly delivered by an industry professional, with years of experience, and with great facilitator skills. Joined the session to meet about a dozen of peers with different roles in the industry, sharing their own experience and working as real teams on real cases. The program has provided me not only the tools but the confidence to drive my professional growth as a training manager, and delivered my company with positive results, increasing the awareness on properly design and business aligned training programs.
