BRISTOL, England — Sept. 15, 2026 — Zing365 has launched a new insurance-focused learning platform designed to help firms demonstrate workforce competence.
Being unveiled at Broker Expo, the Zing365 Learning Platform introduces an outcomes-based approach to learning, connecting training needs, professional development, assessment and evidence of competence within a single system. Visitors to the Zing365 stand at Broker Expo can experience live demonstrations of the platform’s outcomes-based approach to learning and assessment.
Its launch follows changes to Financial Conduct Authority (FCA) rules that give many insurance firms greater flexibility over the amount of continuing professional development (CPD) requirements while maintaining the obligation to ensure their people have the appropriate knowledge and competence to perform their roles.
Zing365 believes the change marks a shift away from measuring training through completed hours and toward evidencing capability and outcomes.

“Training has traditionally been measured by hours completed rather than capability gained. But completing a course doesn’t mean that someone can apply that knowledge effectively in their day-to-day role.
“The FCA’s changes make that distinction increasingly important. Firms need to demonstrate competence beyond participation, and this means organisations understanding where knowledge gaps exist within operations and teams, address them directly, and then evidence that learning has had a marked impact.

Unlike generic learning management systems adapted for insurance, the platform has been built around the industry’s specific roles, skills and regulatory requirements.
At its core is a four-stage competence cycle:
- Identify the gap: A Training Needs Analysis tool and insurance-specific Competency Framework pinpoint gaps in an individual’s knowledge and skills against their actual role requirements.
- Close the gap: Learners are directed to appropriate development activities, including Zing365’s library of more than 350 specialist insurance courses and live webinars, alongside a firm’s own learning content.
- Test the impact: Scenario-based assessments measure the ability to apply learning in realistic insurance situations, rather than relying solely on conventional multiple-choice testing.
- Produce the evidence: The platform creates a comprehensive record demonstrating how training needs have been identified, addressed and assessed.
The approach enables learning and development, compliance and training teams to establish a clear link between role requirements, identified development needs and demonstrated competence.
The platform combines a Training Needs Analysis tool, insurance-specific Competency Framework and scenario-based assessment capability to support the entire competence lifecycle.
All three capabilities come prepopulated with insurance-specific best practices while remaining fully editable. Individual firms can therefore tailor job roles, competencies, learning content and assessment criteria to their own organization, rather than being locked into a standard template.
The platform launch follows the FCA’s December 2025 publication of PS25/21, which removed the prescribed annual 15-hour CPD requirement for many employees involved in insurance distribution.
While requirements have changed, the regulator has made clear that firms remain responsible for ensuring employees possess the appropriate knowledge and competence for their roles. Qualified members of the Chartered Insurance Institute (CII) must still complete a minimum of 35 hours of CPD annually, including at least 21 hours of structured learning.
According to Zing365, firms must now balance different professional requirements while demonstrating that learning programs are purposeful and appropriate to the individual.
Read added, “The removal of a prescribed minimum CPD requirement isn’t a lowering of standards. If anything, it increases the need for organizations to understand their workforce’s development needs and demonstrate that their approach to training is appropriate and effective.
“Insurance firms don’t need another system that tells them somebody has clicked through a course. Instead, we’re providing visibility of existing capability gaps, confidence that learning has improved performance and clear evidence to support governance and compliance requirements.”
